My criteria is basically how creative and emotionally powerful/compelling/impinging the performer is through his/her vocals. "Technical polish" is not something I consider particularly important except to the degree it produces this result.
My Top 25 would probably go something like:

Eric Burdon, Liz Fraser, and Enya are wonderful choices. I happen to love all of them.
I agree that technical polish, or even a good singing voice, are really not part of the criteria for Rock singing. I was even going to make a second list of the type of singer who has a weak or poor voice but is a great singer nonetheless. this would include people like Neil Young, Carole King, Lou Reed etc
