I say Michael Jackson and Guns N' Roses. With Guns N' Roses, they only have one decent album )Appetite For Destruction), and I probably wouldn't even put that on a top 50 list. All of their other stuff is terrible.
For albums I would say nevermind by nirvana. Yes it's good, but it is so way overblown it's not even funny. In Utero and Unplugged in NY are both better albums.

If anything, I'd say that Bands like The Beatles, Velvet Underground, and Rolling Stones are under-rated by most young people.
Trout Mask Replica - Captain Beefheart is I think highly over-rated. It's too long and gives me a headache.

I think ACDC and the Stones are kind of overrated too. Not that they're bad, they're just overrated.

The Eagles are a pretty over rated band. The Band did that sort of thing earlier and better.
Albums... hmm. I would say Radiohead tends to be overrated quite often. Don't get me wrong, great band, The Bends is one of my favorites, but on a whole, and to say OK Computer is the greatest album of all time, is horse shit.
As far as some of the other comments, everyone lists the Beatles as over rated, mostly younger people, who wouldn't really grasp the effect they actually had on music. But its all opinion in the end.
Michael Jackson is hit or miss a lot of people tend to only remember him for more recent uh... activities.. and not the fact that he pretty much invented pop as we know it. But its fairly dated now.
GNR gets over rated a lot as well. Appetite help save hard rock, and was incredibly different from what was happening at the time, but yes most of their other albums are nowhere near that level.
And whoever said Sonic Youth is dead on.
