I think 1971 is far more accessible. Sure, Tago Mago is probably the most out there album, but take a look at 1991: Loveless is noisy and introspective, Spiderland has close to zero melody and includes more spoken word parts than actual singing, many people don't get hip hop and while I haven't heard Blue Lines myself, it's often cited as being dull and repetitive. On the other hand, Bowie, Stones and Sabbath are all rock legends who have anthems in spades and are all very accessible.
I voted 1991 myself, but I don't think it's weird that it's a close match up.
