The chart comes from Larkin, Colin, All-Time Top 1000 Albums (3rd Edition), Virgin Books (UK), 2000. The third addition of the book deleted the Virgin trademark from the title. What does 1,000 represent? About .05%? I don't think it's too broad if you've actually listened to every album in existence.
It's an aggregate poll in the same way BEA is - you're taking the personal experiences and opinions of a broad audience who've together listened to everything and ranked the albums in all likelihood by those that receive the highest total reviews and lowest rankings (i.e. 300 people call album 'x' the #1 of all time, so you factor that to say the album is about the same as one that 3,000 people called the 10th best of all time).
