I've noticed that some of the emoticons are not working.

I still can't see the emoticons for cool and sad and a few others.
O well, guess it's just me. _________________ .

that's strange, I've just had a check on IE9 and the smilies that have animations seem to be working for me e.g. head bashing against a wall (not all of the smilies contain animations)

just Googled this, so it might not work for you, but have you tried this setting (requires a browser restart afterwards):
Tools-Internet Options-Advanced-Multimedia-"Play animations in webpages"
