Curious if blocking IP would work, or if they are using a VPN and it wouldn't.

don't really want to divulge everything but IP addresses can be legitimately shared. VPN users can mostly be detected because there are databases containing the IP address ranges of known VPN providers. Some sites prevent people from accessing their sites if they are using VPNs, but BEA not doing that currently (possibly something for BEA to think about if this becomes a bigger problem).
