If you're talking about the 80s, I've got to vote Prince. Michael Jackson has one very good album (Thriller) and parts of one (Bad). Prince released Controversy, 1999, Purple Rain, Around the World In A Day, Parade, Sign O the Times, Lovesexy, Batman (yes, I like it), all of which may contain filler, or the odd too sticky and over-produced ballad, but even with these flaws, frankly it's no match.
I enjoy Thriller a bit more than anything Prince has released (Purple Rain comes damn close), but Prince easily takes the cake for overall discography.
Off the Wall, Bad, and Dangerous of course have their moments, but then Prince has Dirty Mind, Controversy, 1999, Purple Rain, Parade, Around the World in a Day, Lovesexy, and Batman (his whole '80s discography is pretty much perfect).
As far as songs, Prince has more that I enjoy but I think Michael has several songs that are better than anything Prince did. But I couldn't possibly pick a single favorite from either artist.
I voted they're both crap not because I dislike both of them, but because I think they're both the same, to me, their music sounds the same outside of the guitar work.
