I say we'd only get a percent. To get all the points ... well then the best tactic would be to just get BEA members as your actors and finish with 0 points ... on top of the 300 you start with. I see giving partial value to unspent points, personally ...

Like, say, a fifth? So instead of having 300 for doing nothing, you have 60 points.

Orrrr we wait til everyone who's joining is confirmed and have selected their teams within the given confines and people can spend those points as they fit (sticking with the +10 rule if anyone already has a person (or increasing that number to +20 or +30 or something like that to reduce the chance of teams all having Richard Linklater or somebody). Just a thought.

This would work.

And yes, if a +10 has already been added to a person, you add a further +10 to them, taking their cost up to 20. Then 30, etc.
