I voted Paul Simon. If it was just lyrics, I would vote Bob Dylan, but that man has some of the best...but also some of the worst music ever written. There is very very little that Paul Simon has written in the last 50 years that could be considered crap. Actually I think he is getting better with age, Surprise, You're the One, and So Beautiful or So What are amazing albums from the last 10 years or so.
I think Bob should have been one of those guys that writes songs for others to perform .

WHERE THE HELL IS SMOKEY ROBINSON?
In terms of quality, body of work and influence, he out punches most of the dudes on this poll by some considerable margin - in fact most of them aren't even worthy to lick his songwriting boots!
An incredible but underrated songwriter...

good list but I feel like you're missing some essential names. Leonard Cohen, Joni Mitchell, and Nick Drake to name a few. I also probably would've included Morrissey/Marr and Garcia/Hunter

I'll vote for McCartney: a (obviously under-appreciated here) genius.
But the "best" for me is the double-headed monster he formed with John Lennon.
Then I'd say Dylan, Neil Young, Ray Davies, Pete Townshend, Bowie, Paul Simon, Donovan, Leiber-Stoller, Goffin-King, Pomus-Shuman, Bacharach-David, Cole Porter, Hoagy Carmichael, George Harrison, Jagger-Richards, John-Taupin, Mann-Weil, Brech-Weill, etc...
