I kinda heartbreaking to vote. The Clash is my favorite punk band (I'm sooo original, I know), and Wire and Stiff Little Fingers are great, but the US had so much more great bands : all the hardcore (and Dead Kennedys is particular), The Stooges, Television, ... well, everything people have already said. So I'll go with the US.

For me it is American Punk because of the Ramones. I more than love their first. Sometimes I do not like the English accent in British punk.

Sorry to be patriotic but The Saints is still my favourite punk outfit. Followed by The Clash and The Ramones.

There have been great subversive bands thumbing their noses at both empires as well as in other nations. A lot of valuable innovation in the genre occurred in the UK in the 70s and 80s. However I think most of the formative influences were American and this is commonly overshadowed by the fact punk was a genuine UK phenomenon in 77. I have to give the edge to the US.
