Besides Pink Floyd not releasing anything, what happened in 1974 so that nothing super-awesome got made?
Yes, the Lamb is the best album of 1974, and it is generally underrated (as most of the prog rock albums too).
I think 1970-1973 was the peak for prog rock albums, 1974 was the last good year for the genre (except a few albums, A Trick of the Tail by Genesis from 1976 is a good example, even if it was the first non-Gabriel Genesis album, it is amongst their finest prog rock releases)
