I would like to say The Stooges, but The Weirdness is just godawful. The best examples I can think of are My Bloody Valentine, Pavement, Pixies, Nick Drake, and Joy Division.

This is only for studio albums:

Joy Division
My Bloody Valentine
The Stooges (if you don't consider The Weirdness as a 'real' Stooges album)
Captain Beefheart (if you don't consider Bluejeans and Guaranteed as 'real' Beefheart albums)
Nick Drake
Arcade Fire
The Velvet Underground (if you don't consider Squeeze as 'real' VU albums)
The Beatles
Kanye West
Sex Pistols
Led Zeppelin
Jeff Buckley
Jimi Hendrix

IMO, a perfect catalog is the catalog where there's no album which is not at least 'very good'.
