Tom Waits, Sufjan Stevens, David Byrne and Thom Yorke are great. Also, it's early days but I think Robin Pecknold's lyrics in Fleet Foxes are gorgeous. (I'm not sure if he's the sole lyricist? I think he is.)

Tom Waits is a good one. He should have been on my list. I only have one Sufjan Stevens album, but based on that, he's a very good story telling lyricist.
Oh, my God! I forgot Lou Reed. Replace Jay Farrar or Paul Weller with Lou Reed please. And what about Shane Macgowan? Joe Strummer? This is kind of hard.

On the top of my head, Bill Calahan, Stephen Merrit, David Byrne and PJ Harvey. Also, Jamie Stewart of Xiu Xiu's lyrics are so bad they are kind of amazing.
