Jellyfish! For me Jellyfish are hands down the most underrated band of the 90s.
Then again I can see why they don't get more love, they definitely don't sound like you're typical 90s band. They weren't around for very long either...
Both their albums are well worth checking out though

Pretty difficult to define underrated. Concrete Blonde comes to mind. Maybe Type O Negative? Marilyn Manson is often dismissed as a novelty act, but his music has real substance, so he might count even though he's fairly well known. The Northern Pikes. Entombed.

I'll second (third, fourth) Built to Spill, Red House Painters, and Slowdive. I didn't hear of any of them until much later, but they all released several great albums.

Heavenly, Cub, Tiger Trap, Another Sunny Day, The Innocence Mission, St. Christopher, and Holiday are 90s bands I really love but most people on this site don't listen to, if that's what "underrated" is supposed to mean

I hate to be this nit-picking, but are we talking about underrated or underknown? Because I think most bands that you guys are mentioning wouldn't qualify as "underrated" since most people don't actually know about them and therefore can't underrate them, if you know what I mean. So I would go with a very well-known artist who sometimes doesn't get the praise that he deserves in places like this website, and that is Dr. Dre.

Dr. Dre is the most wealthy rapper/producer of all time, and The Chronic is universally lauded as one of the most important hip hop albums ever made. How in the world is he underrated?

Yeah, maybe. But if we went about it by picking bands that have enjoyed some success but should be more beloved, you inevitably have people saying "so and so was all over the radio" and therefore cannot be considered underrated. For fun, by your definition, I'd say Grant Lee Buffalo is the most underrated 90s artist. They had some success, especially with their sophomore album, so they definitely are not an unknown band. But I think their albums should be on more charts than they are. Mighty Joe Moon is one of my all-time favorite albums (#2 overall), but it's only at #62 for the year on BEA.

Given that his three studio albums sit at #5, #17, and #65 for their respective years, and given that The Chronic is at #339 overall, I'd have to say I agree. I'd say he's pretty accurately rated as an artist. And if you take into account how people rate artists with whom he is closely linked, I'd say he's accurately rated overall.
