Help Needed - Forgot an Album & Looking to Find it Again

I once listened to an album (that in retrospect was rather good) with seagulls, a brown city building with windows and a white frame with text all on the cover. Foolishly I forgot who it was by and the name of the album itself, so I'm looking to relocate it. Any assistance would be greatly appreciated.

The cover itself bears a similarity to this (Mitski's Bury Me at Makeout Creek):
