Best Musicians of All Time (Rock/Jazz)

IN PROGRESS / RECOMMENDATIONS ARE WELCOME

My "Criteria for Art" applies just as strongly here as with other lists and rankings.

In short, for each category below, of primary consideration would be:
(1) How much emotional or conceptual engagement is EXPRESSED?
(2) How creative is the performance? How much ingenuity is EXPRESSED?
(3) Within both 1 and 2, how much individuality of personality/character/vision is EXPRESSED is generally given very strong consideration, far above "technical perfection or polish". This is fundamentally what 2 mostly means but it needs additional emphasis.
(4) Technique may be considered but only towards the ends of 1, 2 and 3. To the degree these are accomplished, the technique is a "successful" or "correct" application and will tend to be that much more substantial; content with vision and a greater sense of purpose as opposed to a relatively shallow technical display. If the technique(s) applied is not aligned as such, it is not given much, if any, consideration.

For Vocals, lyrics are maybe given some mild consideration (when applicable), but are usually not too important on their own (in a musically emotional sense) unless they are performed/expressed as per the above criteria (1-4).
