This morning I listened to Rick Beato talking about the Doobie Brothers. And I was reminded of their What A Fool Believes. Such a great song. But thinking a bit more I think it is surprisingly only the fifth best song about fools.

There are tons of songs about "fools," because the word rhymes with "rules," "jewels," "cool," "ghouls," and especially "drool."
But I don't think you can have a list like this without including:
Roxy Music: "Sentimental Fool"
The Main Ingredient: "Everybody Plays the Fool"
Foghat: "Fool for the City"
I don't know if the Who's "Won't Get Fooled Again" should be included since it only uses "fool" as a verb, but you're including "Fool's Overture" which doesn't have any vocals at all until about 5 minutes in, and the word "fool" is only used once in the whole track. So I'll leave that up to you...

China Crisis did a song called "No More Blue Horizons (Fool Fool Fool)," so that might hold the title for most uses of the word "fool" in the same track title.
Another one is "Fool For You" by the Wild Smiles, who only put out one album in 2014 called Always Tomorrow — I only mention this because it sounds more like the Ramones than any other song about "fools" I can think of.
Finally, there's a band called The Envy Corps from Ames, Iowa who have been around (off and on) since 2005 or thereabouts, and sound a bit like Radiohead, Coldplay, and bands of that nature. One of their best songs is called "Fools," but that's just the title, it isn't really about fools per se. It's actually a two-part song, and pt. 1 is 9 minutes long — it starts pretty slow, but it builds up into a big shoegazey two-chord crescendo-jam in the second half. Anyway, since this is BEA I figured it should be mentioned. (They also have a somewhat new album out, fwiw.)
I was going to add Steely Dan's "Only a Fool Would Say That," from their debut album, but then I looked up the Ivy song with the same title referenced above by MadhattanJack and learned it was a cover version.
Someone should do a video montage using a bunch of these songs as a soundtrack to that infamous episode of the Hollywood Squares revival where Gilbert Gottfried derailed an entire game by deliberately steering the contestants to choose the wrong answers, and exclaimed "You fool!" after each one.
