For some reason, whenever I rate someone else's chart and/or leave a comment, I can't see my rating there or the comment. I have tried refreshing many times, and re-entering the comments, but I just don't see them.
I think this is also true for my ratings of songs/albums/etc. They are shown as updated ratings for me, but my rating isn't shown in the list of all the ratings. Comments just don't show.

I've just investigated this, and it looks like this affects your comments on other user's charts.
Not sure how you were able to make those comments/ratings, but you shouldn't be able to comment, or rate, other people's charts if your own don't all allow member feedback.
The comments are hidden because several of your charts don't currently allow member feedback:

I really don't think this should be the case.
Your comments should not be hidden if at least one of your charts allow member feedback (or perhaps just the overall chart).
e.g. currently for my 2010s decade chart, I only have one album. I don't feel ratings or comments will be necessary or relevant at its current state, so I don't allow member feedback. But this should not stop me from commenting and rating other charts as my main chart is still allowing member feedback.

I really don't think it should be like this.
Another example:
we get yearly charts, and we have say 60 charts total.
59 allow member feedback. 1 doesn't.
Oh no! We can't leave ANY comments or give ANY ratings.
Sounds pretty stupid to me.

The point is, you shouldn't have to have every chart open in order to make any comments or ratings.

I also disagree with you Xavy.

...and it still would. If someone is giving really low ratings or negative comments, the recipient could still respond back on their overall chart. Most often, people respond via the other person's overall chart, and not some random decade chart. As long as the one 'dishing out' negativity still has a means of being 'evaluated' themselves, then 'the measure' still works.
This will make even more sense when yearly and 'for fun' charts are introduced.
