I would say Born in the USA. All the songs have been on the radio at some point in time. Many of them are still played on the radio today. Many of them are still played live. The artwork is a classic 80s iconic image.

As has been noted it's all about the definition. These, however, are albums without any low points and where every song is substantially better than good (position on my chart included):

#7 Lynyrd Skynyrd - Pronounced Leh-Nerd Skin-Nerd
#8 Iron Maiden - Powerslave

#12 Sex Pistols - Never Mind the Bollocks, Here's the Sex Pistols
#14 Santana - Santana III
#18 Van Morrison - Moondance

EDIT: Haven't given any note to the cover art as that doesn't really matter.

Well, as far as I'm concerned, every track on A Night at the Opera and Superunknown is a 5/5 any day. I don't think either of them is objectively perfect, but I don't think any album in the world is deserving of that title, but those are two for which I can certainly say I wouldn't change a single thing.
