ELO do some pretty light hearted stuff, even if it's a sad song it's a bit panto-sad rather than tear-jerking.

Beat me to it. I know I mention this album basically every chance I get, but I think it fits well here. One of the many reasons I fell in love with this album is it's light hearted and happy yet still heavy on substance. Never fails to improve my mood.

Another one that comes to mind is Sleeper Agent's debut Celebrasion from last year. Great collection of upbeat rock songs.
