There's been a few threads that touch on this topic and they are always interesting. Its a tricky subject because there are sales/popularity based under/overrates, and critical-based ones. Some people think KISS or Black Sabbath are overrated because they've sold so many albums, have so many fans etc, but I always view them as horrendously underrated critically and musically.
Generally speaking, I think calling a band underrated is less problematic than calling a band overrated. I am under the impression that if tons of regular people or critics (which are people too...maybe) think an album is awesome, there is probably something there... whether I like that "something" varies from case to case of course. What does one accomplish or attempt to convey when they call some band overrated? That too many people like them? Ha! Just seems like a pointless thing to say. Saying a band is underrated though, can at least be productive... and even enlightening?

I know I'm gonna be beaten up for saying this, but Avril Lavigne doesn't deserve the hate she gets from "hardcore music people". Sure, she's a bit bratty some times, but guitarist Evan Taubenfeld has made some amazing riffs throughout her three albums, and "Take Me Away" is probably one of the most bombastic openings to any female album. Ever (I should know). She's definitely the first thing I think of when it comes to underrated.

I can't think of many 'overrated underrated,' but, even though Iggy Pop is considered great, he's not considered great enough. I don't think people realize how boring music would be with out The Stooges (thanks also to Steve Williamson and Ron Asheton) and a couple of his solo CDs (thanks also to David Bowie). On the subject of David Bowie, he should be more of a household name than the Beatles...
