I thought about Thrush Hermit, but didn't want to put two Joel Plaskett bands in. I'm not familiar with their work, but I can switch TH for JPE if you want. I've never heard of the other two bands, and Anne Murray isn't from Halifax (though she did spend one year of uni there before moving to NB and then PEI) 
And I agree with harkan about R.E.M., though I would think they would be better as a main player instead of reserve, but that's just me.

It's useless. I was only able to find 3 to 4 artists of note at most for some cities.
