Many people don't pay taxes and they tend to favor "free" benefits at the expense of those who do.

You realise that the UK has the same 'free' health care system right? The NHS provides it and the NHS is publicly funded - i.e. it comes out of taxes (income tax I believe). I mean I don't pretend to understand all the ins and outs but generally the USA's health care system is universally seen as one of the worst for a first world country and the people against "free" health care tend to be greedy money grubbing capitalists.
