I'm not saying this is why, but here is an easy way it makes sense:
Each of the 230,000 DHS employees have to maintain proficiency with their .40 cal pistols. 450,000,000 bullets divided by 230,000, divided by five (five years of ammo), equals 391 bullets per employee per year.
That is hardly enough to maintain proficiency, much less do anything else. That said, I have no idea how many of the 230,000 employees need to maintain proficiency. It could certainly be a waste of money.
However, if you think 450 million pistol rounds is a sign that the TSA is going to start shooting citizens wholesale ala Syria, it is a sign of the opposite. A government crack down that depends on pistols is one that will fail. It would be the most incompetent government crack down in the history of suppression.
Also, take comfort in this: If the government is going to send TSA people after the good people of the USA, how worried would you be? A blind man on crutches could outrun them.

Something does not add up. If anyone has a possible explanation for why the DHS would need 450 million rounds of ammunition, please post a comment.

Gun sales go up every time a Democrat is elected. That seems counterintuitive, since the Democrats are generally pro-gun regulation, but their political bent is exactly what inspires the gun purchases.
