Go for Emily Loizeau maybe? She's a French singer who really sticks to chanson roots, but travels a little bit, too. She also sings in English sometimes, and has a duet with Andrew Bird.

A couple of recommendations to rescue this fading thread:
Timbuktu - Swedish rap artist. Best live with Damn.
Tito Puente - Puerto Rican mambo artist. Cuban Carnival is a hoot.
Willie Colon - Puerto Rican salsa artist. Check out the duet album with Ruben Blades.
Ruben Blades - Panamanian salsa artist. Live! from 1990 is great summer music.
Serge Gainsbourg - I don't have a clue what he's saying but you can't do wrong with that voice. Get Cannabis.
Goran Bregovic - Kalasjnikov! Kalasjnikov! Kalasjnikov!
Fanfare Ciocarlia - Wild Romanian brass band. Makes you want to do the Kozatsky (which is probably not the appropriate dance for this music, but what can you do)
