I am saying that whether the penalty for it is death, 21 years in prison, or a two week vacation to North Carolina doesn't make a difference. Whether the perpetrator can or can not get hold of the required weaponry does.

Youre thinking of this as a sane person. Breivik knew he would get caught. When you're that motivated to kill that many people, sentencing for the crime is a non factor. The threat of life in prison was never going to stop him because escaping was never part of his plan.

It might not have done any difference whatsoever in this particular case but in general yes. I believe we will be able to agree that if there are no guns, legal or illegal, there will be no gun related crimes. We may be able to agree that there is also some correlation between the ease with which one can get hold of guns and the amount of gun related crimes, although it is obviously not a perfect correlation as other matters also influence it. If we can agree that far then the question is whether that extra crime is a price worth paying for the right to bear arms with no or limited control or not. That is a political question where there is no right or wrong. If we can't agree that far it could be for one of two reasons: either there isn't enough evidence to show that this is the case or one party is in denial (or hasn't bothered to check) about the facts.
