What he means is that he doesn't know how to decipher language in anything other than a literal sense. When I said I found the story "touching", he got confused and did a mental word search and that song title came up. Also, being a soulless robot, he is of course unfamiliar with the idea of being emotionally touched.
You didn't really think he'd actually engage with the topic in any meaningful way, did you?
