Rating metrics:
Outliers can be removed when calculating a mean average to dampen the effects of ratings outside the normal distribution. This figure is provided as the trimmed mean. A high standard deviation can be legitimate, but can sometimes indicate 'gaming' is occurring. Consider a simplified example* of an item receiving ratings of 100, 50, & 0. The mean average rating would be 50. However, ratings of 55, 50 & 45 could also result in the same average. The second average might be more trusted because there is more consensus around a particular rating (a lower deviation).
(*In practice, some tracks can have several thousand ratings)
This track is rated in the top 5% of all tracks on BestEverAlbums.com. This track has a Bayesian average rating of 80.5/100, a mean average of 80.6/100, and a trimmed mean (excluding outliers) of 80.7/100. The standard deviation for this track is 10.8.

Story puts you in a place from a past time but told with all Dylan's skill and style. Mobster Assholes existed back then and still do. Don't think this glamourises them but does show things from their side.
A good song, but it's definitely too long for how slow-paced it is. Hurricane fits this formula 100 times better.
Thanks to @Nobodyisemo I got the point of why it is so low rated. It's a pity because the music is very good and the lyrics are very powerful - even if the guy has supposedly been whitewashed in this song.
This song would have a higher score from me if it didn't romanticize some asshole mobster so one-sidedly. Even if it is supposed to be a callback to those outlaw folk songs from years before, it doesn't seem right.
