Comparing these two albums is like comparing apples to oranges. So I took a different route:
Murmur is my favorite REM album (actually, I think it's the only REM album I like)
Here Come the Warm Jets is a good Eno album (what isn't??) but he did much better later one, particularly when collaborating with David Byrne.
Thus, I vote Murmur.
