It would be cool if users of all levels had the ability to create private decade, year, and custom charts (charts that do not add to their point totals). Then, all users could work on drafts, and would unlock the ability to publish those charts when they reach the respective required point totals.

Who knows - it might keep a higher percentage of new users engaged with the site.

Agreed, can't see any flaw in this as it could help cut down on spamming to level up and as mentioned, help keep users more engaged with the site.
