The bounds of what is and what isn't prog have never been firm or universally agreed upon. Even among the most knowledgeable prog fanatics there is often heated debate about what does or does not qualify as a prog band.
Personally, I love prog but don't care for Supertramp.... so I generally discount them as not being real prog. But most real proggers generally count them in.
I say include 'em if they sound like prog, or even prog-ish to you.
In 2019 I'm not even sure what "prog" means. It mostly refers to polished derivative prog metal unfortunately. Supertramp, Pink Floyd, even Gentle Giant are generally considered more Art Rock than Prog, and yet I'm seeing them in "best prog" lists all the time. I think for the chart you should take the loosest definition of prog, and just include everything you like and consider prog, even if that means Pink Floyd, Muse and ELO end up there. There are no certain definitions and boundaries, so we shouldn't bash people for not being "real proggers", same with hip hop, metal, etc. _________________ Overall chart Fake overall chart

You can't get any more prog than gentle giant. I personally would never consider anything I've ever heard by ELO as being prog and I guess Pink Floyd are but not overtly. That's just my opinion of course. Also prog doesn't have to be a 70s rock variety. It can be could be more metal or pop focused.

Of course, I'm just quoting what I've seen online. I consider all 3 of those bands prog, but I don't really care about that label, I care about music. And I love the diversity in prog, especially in the last 10-15 years, and I'm all for prog metal and more pop leanings in prog, but the term itself doesn't really tell you half a story about actual music. I mean Edge of Sanity and Opeth are just as prog as Gentle Giant, but they're not very similar, so I don't see why some of ELO's work wouldn't be classified as prog. Don't like supertramp in general but I love crime of the century. I'd say that was prog definitely. It doesn't help that I can't stand ELO and don't know much of their stuff out of the famous tracks. So my view isn't based on a massive knowledge of them. I have heard a couple of studio albums and can't remember any prog. I'm pretty sure I've seen prog genre labels for some of their albums on RYM.
