There are two elements that make up a really good mashup, both of which come down to personal preference (just like any music, of course). The first are the actual samples used. For me, there are more samples on this album that i don't recognize and/or like than any other mashup album (with my "mashup album" experience being limited to around 7 albums, including the last stereo bomb album). The second element that is needed is a good ear for mashing songs together; a good skill of mixing songs that dates back to DJ sets and artists like DJ Shadow. A lot of the mixes on this album lack creativity -- there are a number of places (like on the "no scrubs" mix) where i'm wishing he'd extend the TLC song by partially sampling it further (as in them singing "no, i don't want no scrubs" mashed with some rapper's retort). This is something i'm used to with girl talk (the gold standard artist of mashup albums). This just makes the mix seem lazy, which seems insane given how brief this album is and that TWO years have passed since the last mix -- if you're going to take 2 years to put out another one of these, an album that doesn't even reach 40 minutes, then that's plenty of time to perfect these mixes. At any rate, this is still a good mix and would work well at (house) parties.
