Well, based off the songs you provided, I'd go with Wire.

But based off the rest of their discography, The Jam.

The Jam are a fine band and they've released some pretty great songs, but for me this isn't even close. Pink Flag is very close to making my chart and Wire have a lot of great albums, so it's a pretty clear cut decision for me. Plus, Wire is one of the most prevalent post-punk bands in my mind. When I think of the genre I think Gang Of Four, Wire, Television, and Joy Division.
