Edited for clarity:
I propose a Best Songwriters (Not in the Top 40) Tournament. This would exclude well known, and rather obvious, choices such as Bob Dylan, Lennon/McCartney, Kanye West, Roger Waters, Kendrick Lamar, etc. This would apply to LYRIC WRITING only. Apologies to those who have already nominated people for composition or music.
Anybody down for this? If so I nominate...

Charles Mingus
Erratic, tough character. It shows in his compositions too, they're unpredictable and his discography is among the most diverse in jazz history. There's at least 4 albums of his that I could put in my top 100 of all time any time of the day.
It's quite fascinating that neither are in the top 60 on BEA
Edit: If we’re talking lyricists, I’d go with Mark Kozelek instead of Mingus _________________ Finally updated the overall chart

Just a query - are we talking about songwriters in terms of lyricists, instrumentalists, composers, or all of the above combined? Needs to be specific before we begin. _________________ 2021 in full effect. Come drop me some recs. Y'all know what I like.
