Rating this just based on the music... I will stand by "Blame It On The Rain" as being a good song. 8/10 on that one. But everything else, including the 4 other hit singles, just aren't that good. It isn't "that bad" either, but mediocre at best. The fact that this album scored five singles at the top of the US charts (#2, three #1's, and #4), says more about the state of music in 1989/90 than it does about this album. Alternative music was on the rise, and grunge was just around the corner...
None of those factors you mentioned have any impact on the music in and of itself. That's what we're rating here. Otherwise any of these artists that have skeletons in their closet (many of which are much, much worse than what Rob and Fab were manipulated by a record company into doing) would also have their music rated lower.

A marketing scam. Two models lip-sync to anonymous studio artist vocals. It's OK dance pop music, if that's your thing.... First ever act to be stripped of a Grammy award.
Three number one songs, five top five songs, ranked in the 14,000s with 0 comments...what am I missing here? The music exists in a vacuum from the circumstances in which it was presented to the public.
