"Justify My Love" by Madonna kickstarted this genre and there is nothing you can do to change my mind. An experiment gone horribly right, they managed to shoot to number 1 worldwide the most radio-unfriendly track to ever climb the charts. Completely whispered, no live instruments played, rather: the whole beat is a sample with a synth breeze over it while Lenny Kravitz vocalizes something. The songwriting was stolen too. Plenty of reasons to hate this song, but not the music. It's the best pop track ever made.
From then on, trip hop started off as a mostly serious sounding branch of music with influences from dub, and from there continued to become more and more of a sinister genre of music, and it became a habit for artists to form male producer/female singer duos.
Few trip hop albums are made today, but it's everywhere still. Kid Cudi (Wild'n Cuz I'm Young), some of the more dark-themed R&B like The Weeknd (High for This) and Jhené Aiko (Mirrors). It's there and you don't even notice it.
