Way inconsistent. Still decent at its worst, but those lows are amplified by how high the best songs are. Congratulations works much better as an album. (Edited)
I think this album does get overrated quite a lot. There are a few good tracks on here and all the rest are really filler songs. Nothing really drew me in and the album just feels a little empty and like it lacks something. For me this is quite a basic album and I was expecting a lot more to be honest. (Edited)

MGMT's debut was an excellent way to start. This album has some really strong tracks, but unfortunately the first half is much better than the second half. The second half still has some good songs, but not compare to the first half.
Best songs: Kids, Time to Pretend, Electric Feel, Weekend Wars
Worst song: Future Reflections
Great album with so many catch hooks and tremendous mix of 60s psychedelia and 80s new wave. Time to Pretend is one of, if not the best song to come out since the turn of the century, and there are many other great songs on this album too.
Three solid gold hits (Time to Pretend, Kids, Electric Feel) and the rest not really up to half the standard. Especially toward the end of the album. Thankfully they went on to make better and more consistent albums.
