Don Howland has been recording great albums for 20+ years now but this is his masterpiece. Criminally underrated album and artist.
When people ask 'who's the best guitarist?' I can't help but get a little pissed off. I've always thought that it doesn't matter how talented you are but the way in which you play. Don Howland isn't a phenomenally technical guitarist but he plays fiercely. Real, emotionally driven stuff. Beautiful and ugly at the same time.

Outliers can be removed when calculating a mean average to dampen the effects of ratings outside the normal distribution. This figure is provided as the trimmed mean. A high standard deviation can be legitimate, but can sometimes indicate 'gaming' is occurring. Consider a simplified example* of an item receiving ratings of 100, 50, & 0. This is such an effortlessly cool chart, with the charm of not seeming disingenuous. A few more notes like the one you've got for your no1 pick and this would be a perfect 100/100 for me. Your taste is so diverse that I'm struggling a little to think what might be up your street. In case you haven't heard of them already, I think you might enjoy the Thinking Fellers Union Local 282 album 'Mother Of All Saints'. Let me know!!

As for recommendations, looking at your list (punk mixed with classic blues rock and a bit of art rock) I'd say Jack White, Motorhead (if you want heavier stuff), Pixies.
